Okay, I summon Gale, 1/2 a monster's ATK and DEF permanently. Next turn, can I hhalf it's ATK and DEF again, or can it only be applied one time per monster?

yes you can still repeat the effects on the same monster, but only once per turn.

Yes, you can use Gale's effect more than once on a single monster.

Note that the ATK and DEF are halved for as long as the monster is faceup on the field.
