Skill Drain + Fusilier, etc.
If Skill Drain is activated on the field does this mean when Fusilier uses it's effect to summon itself without a tribute it's attack and defense isn't halved? Or is it still halved because the effect activates before it hits the field as it's a cost of summoning it?
If I understand right, if Skill Drain is active before summoning then it gets halved, but if Skill Drain is activated after it's been summoned then the attack goes back to normal? Also if cards like Book of Moon are played on one with half attack when it gets flipped back up it'll have it's full printed attack again?
I could be wrong, but then that's the reason for this post.. to clarify it's rulings.
I've been playing against this guy who uses Skill Drain and a whole bunch of different monsters who normally require you to half their attack and defense to summon without tribute.. and he thinks he can just auto summon them and keep full attack and wipe someone out in one turn by using Double Summon or Ultimate Offering to fill his field with them.

If skill drain is face-up at ANY TIME while fusiler is on the field, the atk goes back to the original. The halving is an effect, not a cost or condition.
But seriously, this ruling should be in the wikia and literally posted everywhere rulings are to be had. It's pretty basic :X

In addition, when such a monster is on the field and Skill Drain or something alike negates the effect and then the card that negated the effect leaves the field or it's effect expires, it still keeps it's printed attack.
