All "Gravekeeper's" monsters gain 500 ATK and DEF. Cards in either player's Graveyard cannot be removed from play. Cards in either player's Graveyard cannot be affected by card effects, except for their own effects.

Where did you get it negated Targeting effects?

Tragoedia can perfectly fine use it's Copy level effect it's not affecting the card in grave in any way it's simply using it as a refference

Necrovalley stops effects that target cards in the graveyard and disturbs their rest in the graveyard.

Tragoedia indeed does target a monster in the graveyard, but it does not disturb its rest at all, which is why it slips through Necrovalley.

I looked up that old ruling for Goyo and Necrovalley, and I'm not exactly sure how that is when looking at Necrovalley's current TCG rulings:

While "Necrovalley" is active on the field the following rules apply:
No effect can take a card in the Graveyard and remove it from play. No exceptions![1]
If a card in the Graveyard can add itself back to the hand or Deck, it DOES work.[1]
If a card's effect tries to take another card in the Graveyard and put it back in the hand or Deck, it won't work.[1]
If a monster in the Graveyard can Summon itself back to the field, it DOES work.[1]
If a card's effect tries to Summon a different monster from the Graveyard, it won't work.[1]
If a card targets something in the Graveyard, or looks at cards in the Graveyard, but doesn't disturb their rest, it DOES work. (For example, a card that counts the number of monsters in the Graveyard.)[1]

thats why i said it changed

the old ones (it mentions red moon baby) can still be found on netrep.net

Necrovalley" will NOT negate effects that do not target a card or cards in the Graveyard. So "Necrovalley" will NOT negate the effects of "Dark Necrofear" (when destroyed and sent to the Graveyard), "Revival Jam", "Winged Sage Falcos", "Twin-Headed Behemoth",
"Mystical Knight of Jackal", and "Red-Moon Baby"
.

Mystical Knight of Jackal

When this card destroys 1 monster on your opponent's side of the field and sends it to your opponent's Graveyard as a result of battle, you can then return the card to the top of your opponent's Deck.

"Red-Moon Baby"

You can Special Summon to your side of the field a monster destroyed and sent to the Graveyard as a result of battle by this card at the end of the Battle Phase.

is a nice rule update
