wind up magician an fiendish chain

lets says that i have a wind up magician on my side of the field,then i summon a wind up soldier and my oponent targets soldier with fiendish chain, like in the chase of trooper being revived by debris ,can i still activate the effect of soldier that (it wont resolve i know) in order to activate magicians eff ?

Of course

Wind-Up magician only needs the other effect of another "Wind-Up" to be activated, no need for it to successfully resolved. And btw, your opponent should let you have priority for Soldier first before he can activate Fiendish Chain.

Soldier's effect still resolve, without effect.

If you opp use Divine Wrath or Herald on Soldier, then Magician won't get its effect.
