Ally of justice Catastor!

Hey guys, so about this card, I had to wiki it to see when it would be applicable and when it wouldn't be and this is what I found:

"Ally of Justice Catastor"'s effect activates at the beginning of the Damage Step, before the monster is flipped face-up. If the monster is face-down, "Ally of Justice Catastor"'s effect will not activate.[3]

so before it's flipped faced up would mean it's faced down. Therefore they say it activates while face down. And then they say it doesn't activate when it's faced down. I feel some contradiction here. Anyone here to shed light?

They're saying that you'll miss the chance for activation. So you'll be having a normal battle.

This. This happens because at the beginning of the Damage Step the Attribute of the monster is not known, so the effect can't activate, leaving your with just a regular battle. Even if you Book of Mooned the card face-down, Face Down cards are treated as having an undefined Attribute, so even if you know the attribute, the effect won't work as long as the card is face-down.
