Ryko mill with no deck?

Can this be activated? wikia says if you have 2 or less, discard them all?

sure. Its mill is madatory, it triggers when flipped, no matter what. Just mill as much as you can then.

You destroy and then mill as much as you can. Destroying a card with his effect is not affected by how many cards you have in your deck. In this situation you have to try and resolve the effect as best as you can.

Ryko's mill isnt a cost. You destroy then mill, in a sense they are two different effects with the same trigger. If you mill yourself out, say you have 2 cards and mill them both, you do not lose the game as a deckout occurs when you try to draw with 0 cards in your deck. However you will mill your whole deck in this situation. Hope this helps.
