Is Genex Ally Birdman considered a "genex" tuner?

As long as you have another dark monster on the field then you can summon Loco. It is a Genex tuner as far as I know and can serve as great utility in many decks.

Yes, as it has "Genex" on its name.

And it can also be searched with searchers that search for Genex tuners. But it doesn't meet the conditions required for some Genex cards, like the ones that require Genex Controller as their tuner. That's pretty much it for limitations though.
