Yubel and fortune lady light

I have fortune lady light, I tribute her for yubel at end phase so I can keep yubel on the field, can I summon a fortune lady from my deck? Or does a tribute not count as a card effect?

It is not a cost, so I would assume Fortune Lady Light would activate.
