Tough Ruling? Need Help!
can my opponent do this? he plays Hyper Librarian then plays formula synchron, Draw one ends turn. Then during my Mainphase 1 Sycn's hyper librarian and Formula to make blackrose, I try to respond with Laggia's effect and Negate the Summon. My Opponent stated I can't use effect for some reason, While I have a differant opinion. Insight would be great! Thanks

In TCG, the summon of a monster by Formula Synchron's effect occurs within the resolution of the effect, so the only way to negate it is by negating the effect itself. Laggia can't negate monster effects, so it's a no-go.
In OCG, the ruling is different and Laggia would be able to negate it.

^In OCG, that summon is treated as an inherent special summon
