alrighty so heres the situation lets say you have two backrow cards both traps one is torrential tribute i summon fortune lady wind i go for effect to blow up a spell or trap i control only one fortune lady i choose to blow up your set torrential tribute heres the question can you activate the set torrential tribute in respons to my effect or do you have to chain it to my summon, and if you can do i get to choose another card as with e hero stratos.

Opponent can only chain Torrential Tribute to the effect of Fortune Lady Wind, but opponent will be asked to chain AFTER you chose the target to destroy, so you cannot choose the other card to destroy.

the why is e hero stratos allowed to rechoose his target

Simple, Elemental HERO Stratos doesn't target !!!
Therefore, its effect to destroy chooses at resolution, not at activation.

By the way, you're not re-choosing with Stratos
