Does Evolzar Dolkka target when it negates the effect of a monster?

I don't really understand the 'targeting' mechanics, could you explain why it doesn't target?

On the new cards it will say "Target x..." in the old cards it will say "select (some number of) x and..."

so unless it tells you to pick a card, it does not target. This is why cards like smashing ground and catastor don't target
