Starlight road and safe zone

My opponent has utopia on the field with safe zone attached to utopia... I activate mystical space typhoon And target safe zone... My opponent activates starlight road...

Technically mst is only destroying safe zone, but then safe zone's effect will destroy utopia... Can he activate starlight?

No you may not.

Activate only when an effect is activated that would destroy 2 or more cards you control. Negate the effect and destroy that card. Then, you can Special Summon 1 "Stardust Dragon" from your Extra Deck.

Nothing here is destroying 2 cards and therefore it's illegal to activate Starlight Road
