Ok This happend once and i think its not a legal action but i just want to get a 2nd Oppition

Im Aware that Thunder King can Negate the Summon of Contact summons
My Question is Is it Legal To still Use Contact out?
becasue thunder king is only a Speed 2?

i Dont belive it is Because it hasnt Reached the feild

The Contact Fusion wont be on the field so you cant use Contact Out to block Raioh's effect.

for the reason you stated...
It isn't on the field when rei-oh negates it so there is no target for contact out
