Doomcaliber vs. effect veiler

what happens if I used effect veiler in my opponent's turn to negate the effect of DoomCaliber Knight , does doomcaliber tributes itself to negate the effect of doomcaliber or its effect already is negated so it won't negate the negation

Doom will negate Veiler, this is because Veiler will be chain 1 and Doom chains with chain 2.
Kinda simple one if you think of it .
Resovles backwards: Doom resolves, Veiler negated.

I also confirm, Doomcaliber Knight will always tribute itself as a cost to negate a Monster's Effect and destroy it.
