Jurrac Aeolo vs Effect Veiler
If I summon Jurrac Aeolo (Its Effect) and my opponent tries to respond by discarding effect veiler, Can I use priority and tribute Aeolo to get its effect? Since Aeolo activates in graveyard veiler can't negate the effect right?

Pretty sure Veiler wouldn't work, as it doesn't work on Lonefire either.

This is only in TCG right due to the fact that OCG lost the ignition eff on summon ruling

Veiler doesn't stop costs, just the effect itself. Therefore, Brionac can discard all you want, Trooper can mill, and though no one would do this, Venus can pay all your Life Points.
Lonefire and Aeolo and all those cards that remove themselves from the field as the cost will be unaffected by Veiler. They pay the cost upon the field and activate in the Graveyard. Just like Veiler can't stop Mystic Tomato or Sangan, it can't stop Lonefire or Aeolo.
Priority doesn't matter.
Veiler doesn't stop costs, just the effect itself. Therefore, Brionac can discard all you want, Trooper can mill, and though no one would do this, Venus can pay all your Life Points.

without that ignition priority your opponent can veiler lonefire//exiled force/aeolo and will negate them.

As I remember, there's a new ruling for Veiler, and it says that now Veiler works like Skill Drain. And please do not ask me for links, because this is from my senior players that research on rulings for the game told me.

No Veiler is like an updated version of Skill Drain, it doesn't care where the card is at resolution as long as the card activates and resolves on field.

...Is this true? Everyone at my locals wasn't using Veiler that way. I think that, as BlackwingRa said, it works like Skill Drain.

I explained it in post above yours...it only cares that effect resolves and activates on the field, that and nothing else...

Veiler does not work like Skill Drain
If at resolution, a monster that is already affected by Veiler is flipped face-down, its effect will not be negated.
But if at resolution, a monster that is already affected by Veiler is no longer on the field, its effect will still be negated.

On the TCG you have priority to use Aeolo's eff before he can play Veiler on Aeolo. On the OCG you don't have that priority to activate an ignition effect in response to a summon.
So, if Aeolo is Veilered (priority aside) then it doesn't work.

You have priority to use Aeolo eff before he can play Veiler on Aeolo
So just to make things clear for myself
In TCG I can summon Aeolo and use priority to use it's effect before he gets veilered
While in OCG ruling I can't use it's effect due to the new ruling that prevents me from using ignition effects with priority on summon
